Management and supervision of the contract transfer system to the electronic system (online) of the National Procurement Office and the internal database.
Promoting work in accordance with the Procurement Law and the Procurement Procedure and control of the updated plans of the Office and its timely submission to the National Procurement Office and other relevant departments.
. Supervise the design, arrangement, and approval of bidding documents, bids, pre-qualification evaluation documents, bidding documents, procurement notices, requests to submit bids, and other standard procurement documents to follow the proper and principled steps of the relevant procurement processes.
Management and supervision during the correct and principled stages of procurement processes in accordance with the Procurement Law, Procedures, Units, and other procurement criteria
Proposing the appointment of bidding and evaluation boards and other boards of the procurement process
Supervise the bidding process and evaluate the bids and ensure their accuracy
Supervise the pricing process and strictly control it with goods in terms of quality in accordance with government policies.
Supervise the arrangement and preparation of contract documents, their implementation, completion, and timely execution.
Supervise the processes of submitting standard procurement forms, especially the award proposal, and supervise the award process.
Establishing the procurement violations of the candidates and contractors and sending the suspension proposal of the violating companies to the National Procurement Office in accordance with the relevant procurement law.
During the process of awarding the contract to the winning bidder and providing facilities in the contract award process.
Manage, arrange and arrange contract documents in accordance with the law and standard procurement documents.
Preparation of monthly, quarterly, and annual work plans in accordance with the general plan, in order to achieve the strategic goals of the ministry/department.
Identify and propose budget requirements based on the department’s work plan.
Achieving the goals and programs of the Afghanistan National Peace and Development Strategy and the National Anti-Corruption Strategy in the relevant field.
Lead and provide timely information within government departments, civil society, media, and citizens of the country, taking into account the objectives of the law on access to information and the policy of the relevant department.
Observing and ensuring the implementation of the Administrative Enforcement Law, the Law on the Prevention of Harassment of Women and Children, and the Code of Conduct in the Relevant Work Area
Develop and transfer professional skills through workshops, seminars, and workflow training for affected employees.
Evaluate the performance of affected employees in order to motivate them to improve performance, increase productivity and efficiency, determine training needs and increase capacity building.
Submitting quarterly, annual and, if necessary, reports on activities and achievements in order to inform the leadership of the department of the progress of activities and achievements of the relevant departments.
Perform other duties assigned by the competent authorities in accordance with the laws, regulations, and objectives of the Office.
Provide procurement advice in accordance with the law and procurement regulations to officials, heads, and other employees of the relevant department and department
Provide communication and coordination between the relevant departments and other departments to achieve the expected goals of the relevant department.
This bill of duties has been prepared in accordance with Articles 7, 8, and 34 of the Civil Service Employees Law to the following minimum conditions and criteria:
Field of study: At least a bachelor’s degree in one of the fields: public administration, economics, law, public administration, public policy, public administration, finance and administration, administration and business, public relations, good governance, social sciences, or other fields related national and international institutions from inside or outside the country and with higher degrees in the above fields are preferred;
Work experience: related to one of the departments (logistics or other items mentioned in the objectives and responsibilities of this post) of national and international institutions from inside or outside the country;
A: Managerial and specialized, at least three years for bachelor, two years for master, and one year for doctorate; (Holders of work experience less than one year in one of the managerial or specialized departments are not considered eligible for this position.)
B: Managerial or specialized, five years in one of the mentioned sections;
Necessary skills: Fluency in one of the official languages (Dari or Pashto) and familiarity (writing and speaking) in English, ability to lead and control office and computer skills in task-related programs;
