Job Description:

  • Management and supervision of the contract transfer system to the electronic system (online) of the National Procurement Office and the internal database.
  • Promoting work in accordance with the Procurement Law and the Procurement Procedure and control of the updated plans of the Office and its timely submission to the National Procurement Office and other relevant departments.
  • Supervision of design, arrangement, and approval of bidding documents, bets, previous eligibility assessment documents, documents
  • Request for quotations, procurement notices, requests for proposals, and other standard procurement documents for the correct and principled steps of the relevant procurement processes.
  • Management and supervision during the correct and principled stages of procurement processes in accordance with the Procurement Law, Procedures, Units, and other procurement criteria
  • Proposing the appointment of bidding and evaluation boards and other boards of the procurement process
  • Supervise the bidding process and evaluate the bids and ensure their accuracy
  • Supervise the pricing process and strictly control it with goods in terms of quality in accordance with government policies.
  • Supervise the arrangement and preparation of contract documents, implementation, completion, and timely execution.
  • Supervise the processes of submitting standard procurement forms, especially the award proposal, and supervise the award process.
  • Establishing the procurement violations of the candidates and contractors and sending the suspension proposal of the violating companies to the National Procurement Office in accordance with the relevant procurement law.
  • During the process of awarding the contract to the winning bidder and providing facilities in the contract award process.
  • Manage, arrange and arrange contract documents in accordance with the law and standard procurement documents.

Job Requirements:

  • Field of study: At least a bachelor’s degree in one of the fields: public administration, economics, law, public administration, public policy, public administration, finance and administration, administration and business, public relations, good governance, social sciences, or other fields related national and international institutions from inside or outside the country and with higher degrees in the above fields are preferred;
  • Work experience: related to one of the departments (logistics or other items mentioned in the objectives and responsibilities of this post) of national and international institutions from inside or outside the country;
  • Managerial and specialized, at least three years for a bachelor’s degree, two years for a master’s degree and one year for a doctorate; (Holders of less than one year of work experience in one of the managerial or specialized departments are not eligible for this position.)
  • Managerial or specialized, five years in one of the mentioned sections;
  • Necessary skills: Fluency in one of the official languages ​​(Dari or Pashto) and familiarity (writing and speaking) in English, ability to lead and control office and computer skills in task-related programs;
