Specialized tasks

  1. Supervision and inspection of mining, production, processing, weighing, and transfer activities of contract companies in the respective provinces.
  2. Supervising and inspecting the implementation of the terms and conditions of the contracts in accordance with the laws, regulations, procedures, and conditions of the mining contract.
  3. Planning investigative activities in accordance with the administration’s policies in coordination with the relevant central branches.
  4. Identify and stabilize revenue sources of mineral resources.
  5. Supervise the arrangement of technical information packages to bid on mineral resources and facilitate the contract process in coordination with the relevant central branches.
  6. Ensuring that mining contracts are implemented on time.
  7. Management of revenue collection and ensuring timely payment in accordance with the terms of contracts and applicable laws.
  8. Detection, stabilization, and registration of arbitrary and illegal activities, communication with relevant departments to stop it.
  9. Collaborate to resolve social disputes over mining and facilitate the inclusion of local communities.
  10. Carrying out monitoring and inspection activities, establishing a regular reporting system and establishing a reporting system and sending it on a monthly basis to the Technical Audit Department.
  11. Supervise the implementation of mining growth and development policies in accordance with the vision and strategy of the Ministry.
  12. Control over the rational use of mineral resources by contractors in the respective provinces.
  13. Provide necessary information and reports to the provincial and central authorities if necessary.

Management duties:

  1. Preparation of monthly, quarterly and annual work plan in accordance with the general plan of the department, in order to achieve the objectives set by the department;
  2. Accounting of work performance and ensuring transparency in the relevant department in accordance with the applicable laws of the country;
  3. Transfer of professional skills through workshops, seminars, and workflow training to affected employees;
  4. Identify and propose budget requirements based on the annual work plan of the relevant department;
  5. Achieving the goals and programs of the Afghanistan National Peace and Development Strategy and the National Anti-Corruption Strategy in the relevant field of work;
  6. Observing and ensuring the implementation of the Administrative Enforcement Law, the Law on the Prevention of Harassment of Women and Children, and the Code of Conduct in the Relevant Work Area;
  7. Lead and provide the requested information accurately and in a timely manner on how to implement the affected departments to the information authority of the office in accordance with the law on access to information;
  8. Leadership, management, performance appraisal, training needs and capacity building of staff and affected departments;
  9. Submitting monthly, quarterly and annual reports and, if necessary, the activities and achievements of the relevant department, in order to inform the leadership of the department;
  10. Perform other duties assigned by the competent authorities in accordance with the laws, regulations, and objectives of the department.

Employment conditions (level of education and work experience):

  • Have at least a bachelor’s degree in one of the fields (Natural Resources Management, Geology and Mining, Economics, Business Administration, Public Administration, Geology, Public Administration and Policy) and other related fields from national and international educational institutions Domestic or abroad, higher degrees are preferred in the above-mentioned fields.
  • Managerial or specialized in one of the sections (monitoring and evaluation, revenue regulation, mining auditing, mining affairs, contract management, project management, finance and accounting, economics) or other items of specialized duties in this bill of duties from within or Abroad, at least three years for a bachelor’s degree, two years for a master’s degree and one year for a doctorate.

Skills required:

  • Fluency in one of the official languages (Pashto or Dari) and English;
  • Computer skills in task-related programs;
  • Necessary skills in leadership, communication, and decision-making.
