The Transformation Project is directly accountable to the Afghan National Peace and Development Framework, including the development priority of accountable and effective public administration systematization, as well as the goal of establishing, maintaining, and strengthening civil service specialization.

The overall goal of the change project is to strengthen the capacity of priority ministries and agencies by hiring key competencies based on competency, improving staff management, and better human resource planning.

The project is funded by the Afghanistan Reconstruction Fund (ARTF) and the International Development Association (IDA) Group of the World Bank and is being implemented by the Independent Administrative Reform and Civil Service Commission on behalf of the Government of the Islamic Republic of Afghanistan.

According to the Strategic Plan for Human Resources, ministries and departments for each vacancy and incumbent included in this project, at the beginning of each year, Key Deliverables and Means of Verification in accordance with the Task Bill, the main objectives of the department, In all coordination, their work contract is arranged and attached by direct order. The evaluation of the performance of the employees who are hired in this way is done every year based on the intended report of their performance against key tasks and evidence, and the extension of the employees’ employment contract for the next year is conditional on the successful completion of these tasks.

The goals and objectives of nuclear energy management are:

  • Useful use of nuclear energy in the fields of medicine, agriculture, industry, mines, and other peaceful purposes.
  • Ensuring the safety and security of radioactive materials and their resources.
  • Environmental protection against radioactive radiation and prevention of its harmful effects.
  • Prevent the use and release of radioactive materials and other substances that alone or in combination impair the health of living organisms.
  • Control and care of nuclear activities and radioactive waste products.
  • Controlling and supervising the transfers of banned and radioactive substances.

Specialized tasks:

  • Establish a coordination mechanism with the departments of the Ministry / Administration, to design and develop development plans and policies in accordance with the general plan of the Ministry / Administration;
  • Supervise the systematic collection of reports, figures, and statistics required from various departments and analyze it to develop policies and plans
  • Ensuring that the analysis and evaluation of strengths, weaknesses, opportunities, and challenges in order to design and arrange the strategic plan and policies of the Ministry has been done accurately and critically;
  • Management and supervision of the design and implementation of policies, policies, procedures, and strategic plans of the Ministry / Administration.
  • Analyze and coordinate the affairs of the plans and strategies of the department to coordinate with the National Development Plan of Afghanistan.
  • Introduce the policy of the Ministry / Administration to the implementing institutions and provide the necessary advice to the relevant departments in the implementation phase and generally coordinate policy issues with government officials and departments.
  • Attracting the cooperation of various governmental, non-governmental, and donor departments in order to implement the programs, taking into account the priorities.
  • Planning to regulate and support the long-term, medium-term, and short-term plans of the International Atomic Energy Agency (IAEA) and the Organization for the Prohibition of Chemical Weapons (OPCW) in cooperation with experts and counterparts of these organizations;
  • Planning and formulating a long-term strategy of the Office, taking into account the activities of the Office in the use of atomic physics in the fields of energy, agriculture, medicine, industry, mining, and security, as well as the use of alchemy and biology in the field of chemical and biological weapons. specialists;
  • Design and establish an integrated monitoring and evaluation system and ensure that the monitoring and evaluation system helps to better perform the operational activities of the department;
  • Supervise the Department of Strategic Studies to assess the achievement of the strategic goals of the Nuclear Energy Administration of Afghanistan;

Management duties:

  • Preparation and arrangement of monthly, quarterly, and annual work plan in accordance with the goals and strategic plan of the department
  • Identify and propose budget requirements based on the annual work plan of the department
  • Achieving the goals and programs of the Afghanistan National Peace and Development Strategy and the National Anti-Corruption Strategy in the relevant field of work
  • Lead and provide timely information within government departments, civil society, media, and citizens of the country, taking into account the objectives of the law on access to information and the policy of the relevant department
  • Observing and ensuring the implementation of the Administrative Enforcement Law, the Law on the Prevention of Harassment of Women and Children, and the Code of Conduct in the relevant field
  • Provide transparency and accountability of the work of the relevant department to achieve the necessary goals
  • Leadership and management of affected employees to ensure effective and timely implementation.
  • Evaluate the performance of affected employees in order to motivate them to improve performance, increase efficiency and productivity, determine training needs and increase capacity building
  • Develop and transfer professional skills through workshops, seminars, counseling, and workflow training for affected employees
  • Submit quarterly, annual and, if necessary, work reports on activities and achievements in order to inform the leadership of the department of the progress of activities and achievements of the relevant departments.
  • Perform other duties assigned by the competent authorities in accordance with the laws, regulations, and objectives of the department

Coordination tasks:

  • Provide communication and coordination with the International Atomic Energy Agency (IAEA) and the Organization for the Prohibition of Chemical Weapons (OPCW) and relevant governmental and non-governmental agencies, in order to achieve the goals of the Office in relation to legal and strategic issues;
  • Ensuring the design of a permanent mechanism for meetings and presentations (counterparties) to achieve the goals of the Nuclear Energy Administration;
  • Ensuring and planning the necessary formalities and diplomatic arrangements for IAEA experts and the Organization for the Prohibition of Chemical Weapons (OPCW) traveling to the country;
  • Searching for foreign and domestic donors to equip and finance the office and advance its plans;
  • Establish relations with government ministries and departments in order to better coordinate and advance affairs.
  • Provide communication and coordination with various governmental/non-governmental departments of the Ministry’s office in order to better coordinate and advance affairs

Employment conditions (level of education and work experience):

  • Has at least a bachelor’s degree in one of the following fields: Physics, Nuclear Energy, Public Administration, Public Policy, Public Administration Policy, Economics, Law and other related fields, and a higher degree are preferred in the mentioned fields.
  • Managerial or specialized in one of the sections (plan/policy plan, drafting of legislative documents, proposal writing, program design, project affairs management or other items mentioned in the specialized duties of this position: at least three years for bachelor, two years for master and one Year for PhD.

Skills required:

  • Fluency in one of the official languages of the country (Pashto or Dari) and familiarity (writing and speaking) in English
  • Computer skills related to the task.
  • Necessary skills in decision making, communication planning and reporting
