The purpose of the task

Managing and supervising the design of technical tools and documents in order to collect technical requirements and analyze them for the development of information systems in government offices.

Competencies and responsibilities

  • Ensure the implementation of public policy in the needs collection, analysis, needs assessment, and design of information systems in government ministries and departments.
  • Management and monitoring of selection, ‌ Determining and implementing internationally accepted standards for the analysis and design of information systems in order to maintain and standardize information systems.
  • Ensure analysis of the needs of ministries and government departments in order to develop the technical specifications of information systems.
  • Provide timely technical feedback and ensure that technical specifications are evaluated and validated in order to develop information systems.
  • Ensuring the evaluation and certification of developed information systems of ministries and departments based on technical specifications.
  • Continuous monitoring and coordination to prevent duplication of information systems by ministries and government departments.
  • Designing a framework for connecting government information systems and adapting it to integrate the system into information systems design.
  • Ensuring the principle of effectiveness in the analysis and design of information systems of government departments and cooperation with departments in simplifying processes during the collection and analysis of information systems requirements.
  • Monitoring the implementation of information systems security policies to protect government secrets.
  • Promoting a culture of using open source information systems in government ministries and departments.

Management duties

  • Preparation of monthly, quarterly, and annual work plans in accordance with the general plan of the department, in order to achieve the objectives set by the department;
  • Accounting for work performance and ensuring transparency in the relevant department in accordance with the applicable laws of the country;
  • Transfer of professional skills through workshops, seminars, and workflow training to affected employees;
  • Identify and propose budget requirements based on the annual work plan of the relevant department;
  • Achieving the goals and programs of the Afghanistan National Peace and Development Strategy and the National Anti-Corruption Strategy in the relevant field of work;
  • Observing and ensuring the implementation of the Administrative Enforcement Law, the Law on the Prevention of Harassment of Women and Children, and the Code of Conduct in the Relevant Work Area;
  • Lead and provide the requested information accurately and in a timely manner on how to implement the affected departments to the information authority of the Office in accordance with the Law on Access to Information;
  • Leadership, management, performance appraisal, determining training needs and capacity building of affected departments;
  • Provide monthly, quarterly and annual reports and, if necessary, the activities and achievements of the relevant department, in order to inform the leadership of the department; And

Coordination tasks

  • Necessary coordination and cooperation with ministries, government departments, and international institutions in the field of development of requirements in information systems.

Conditions of employment

This bill of duties has been prepared in accordance with Articles 7, 8, and 34 of the Civil Service Employees Law and paragraphs (9) and (10) of Article 9 of the Amendment to the Civil Service Employees Law with the following minimum conditions and criteria:

Field of Study

Have at least a bachelor’s degree in computer science, information technology, information systems, database, computer and informatics engineering, software engineering, or other related fields from national and international educational institutions in the country or abroad, Higher degrees are preferred in the above disciplines.

Work experience

Managerial or specialized in one of the sections (electronic system building, electronic systems development, information systems design, analysis and evaluation of information systems) or other specialized tasks in this bill of duties from inside or outside the country, at least three One year for a bachelor’s degree, two years for a master’s degree and one year for a doctorate.

Necessary skills

  1. Fluency in one of the official languages (Pashto or Dari) and English.
  2. Computer skills in task-related applications.
  3. Skills required in the areas of information systems design, systems updating, systems connectivity, leadership, communications, and decision making.

Incentives

  1. (5) score points for the third and fourth packages, and (3) score points for the first and second packages according to the procedure for hiring people with disabilities for people with disabilities if the person’s disability does not prevent them from performing their duties in the office.
