Duties and responsibilities:

  • Recognition and identification of national values, cultural heritage, and tourist attractions of the province in order to strengthen the tourism industry;
  • Development of tourism industry and paving the way for attracting tourists in the relevant province in order to introduce the culture and increase the country’s income;
  • Providing tourist service facilities for visitors to the ancient sites of natural attractions and cultural heritage;
  • Growing and strengthening the media to inform and raise public awareness and monitor the performance of public and private media in accordance with applicable laws;
  • Enlightenment of the public mind in order to institutionalize cultural values, human rights, security, national interests, and the highest interests of the country;
  • Preparation and arrangement of historical monuments for inclusion in the World Heritage List and providing suitable grounds for preservation and restoration of historical monuments;
  • Providing the ground for the activities of cultural and artistic centers for the purpose of cultural activities and supporting cultural diversity and artists and honoring artistic personalities and publishing relevant works;
  • Designing, organizing, and developing a national youth strategy and policy based on the principles of the holy religion of Islam and national and international values and monitoring its implementation;
  • Facilitate the field of broad participation and active presence of young people in social, economic, political, and cultural fields;
  • Organizing artistic activities in various fields in order to encourage artists and spread art in the respective province;
  • Preparing the ground for holding exhibitions at the provincial level to introduce the cultural, artistic, and literary resources of the country and the relevant province;
  • Management and supervision of preservation of cultural heritage, enrichment of cultural assets, expansion, and cultural diversity in order to grow and strengthen the national culture of the country

Management duties:

  • Planning and arranging monthly, quarterly, and annual work plans in accordance with the general plan, in order to achieve the strategic goals of the Ministry;
  • Identify and propose budget requirements based on the work plan of the relevant department;
  • Achieving the goals and programs of the Afghanistan National Peace and Development Strategy and the National Anti-Corruption Strategy in the relevant work area;
  • Lead and provide timely information within government departments, civil society, media, and citizens of the country, taking into account the objectives of the law on access to information and the policy of the relevant department;
  • Managing and supervising the implementation of the laws, regulations, and policies of the Ministry in the relevant departments in order to improve the affairs and effective implementation in the implementation of plans and programs in the respective provinces;
  • Observing and ensuring the implementation of the law prohibiting the harassment of women and children and the regulation of conduct in the relevant field of work;
  • Evaluate the performance of affected employees in order to motivate them to improve performance, increase efficiency and productivity, determine training needs and increase capacity building;
  • Transfer of professional skills through workshops, seminars, and workflow training to affected employees;
  • Submitting monthly, quarterly, annual and, if necessary, work reports on activities and achievements in order to inform the leadership of the Ministry;
  • Perform other duties assigned by the competent authority in accordance with the laws, regulations, and objectives of the department;

Coordination tasks:

Provide communication with local administrative units in the relevant province, civil society activists and provincial officials in order to coordinate the celebration of historical, cultural, artistic days and award cultural, artistic and literary awards for the development of cultural and artistic affairs of the country;

Employment conditions (educational level and work experience):

  • Field of study: At least a bachelor’s degree in one of the fields: Sociology, Journalism, Communication, Literature, Economics, Law, Political Science, Governance, Social Sciences, Public Administration, Public Policy, Tourism, Public Relations, Sharia (Jurisprudence and Law) ), Archeology, Islamic sciences, and culture, fine arts, anthropology or other related fields, and higher degrees in the above fields from national and international institutions from inside or outside the country are preferred;
  • Work experience: related to one of the departments (similar or specialized management of information and communication affairs or tourism affairs or cultural and artistic affairs or other items mentioned in the objectives and responsibilities of this position) from national and international institutions from within and Or abroad;
    • Managerial and specialized, at least three years for a bachelor’s degree, two years for a master’s degree, and one year for a doctorate; (Holders of less than one year of work experience in one of the managerial or specialized departments are not eligible for this position.)
    • Managerial or specialized, five years in one of the mentioned sections;

Necessary skills: Fluency in one of the official languages (Dari or Pashto) and familiarity (writing and speaking) in English, ability to lead and control office and computer skills in task-related programs;
