Skills required

  • Have at least a bachelor’s degree;
  • Work experience: At least two years of managerial work experience;
  • Fluency in the official languages ​​of the country (Pashto and Dari) and familiarity (writing and speaking) with English;
  • Only residents of the relevant district can apply for a post (manager of an electronic ID distribution center).
  • Computer skills in task-related applications;
  • Ability to type (computer writing) Pashto and Dari texts
  • Ready to perform the task in the first or second shift of the relevant electronic ID card distribution center, as needed.

  • Ready to perform the task in case of change of position (center to the district, vice versa, and from one district to another district)

Duties and responsibilities

  1. Arranging the monthly, quarterly, and annual work plans of the relevant directorate in accordance with the general plan of the department, in order to achieve the objectives set by the department;
  2. Have complete information about the procedures, bills, and other legislative documents of the National Statistics and Information Office;
  3. Sound guidance of the electronic ID distribution center in accordance with the goals and vision of the National Statistics and Information Office;
  4. Creating a healthy and suitable environment for clients and employees;
  5. Establish an effective mechanism for handling clients’ complaints;
  6. Ensuring that the target (target) set in the relevant sections is achieved;
  7. Addressing the problems and needs of the employees of the electronic ID distribution center;
  8. Effective and useful use of resources allocated to the electronic ID distribution center;
  9. Checking and controlling the activities of the managers of the relevant departments while performing their duties in the electronic ID distribution center;
  10. Ensuring compliance with electronic ID distribution procedures;
  11. Arranging meetings with the staff of the relevant departments and supervisors to ensure quality and how to do daily affairs;
  12. Holding training programs for employees in relevant departments;
  13. Management and control of the electronic ID distribution center and prevention of any irregularities;
  14. Participate in leadership meetings and provide suggestions and ideas to improve matters;
  15. Control and supervision of the activities of the employees of the relevant departments;
  16. Ensuring the timely submission of staff reports to the Department of Human Resources;
  17. Ensuring that the existing electronic machines are active and that new employees are registered;
  18. Ensuring the availability of staff in the relevant department during office hours and staff availability in a timely manner in coordination with the Department of Human Resources;
  19. Ensuring the distribution of identity cards to the staff of the relevant department in coordination with the Department of Human Resources;
  20. Ensuring the implementation of the plan proposed by the department in order to achieve the objectives;
  21. Identify and stabilize the needs and requirements of the relevant department;
  22. Provide effective communication and coordination with related departments;
  23. Full knowledge of the citizenship law, the population registration law, and the working mechanism of the National Statistics and Information Office;
  24. Participate in capacity building programs run by the department;
  25. Observance of bills, policies, and strategies of the National Statistics Office and information in daily operations;
  26. Ability to manage crises and resolve organizational conflicts in the electronic ID distribution center;
  27. Creativity and innovation to accelerate the work process;
  28. Generalization and consolidation of the principle of unity of guidance and order in the electronic ID distribution center;
  29. Creating a suitable atmosphere and better services for clients and ensuring the regulation of clients;
  30. Development and transfer of professional skills through workshops, seminars, and workflow training;
  31. Evaluate the performance of affected employees in order to motivate them to improve performance, increase efficiency and productivity, determine training needs, and upgrade capacity;
  32. Provide monthly, quarterly, annual and, if necessary, report on the activities and achievements of the relevant directorate, in order to inform the leadership of the department;
  33. Perform other duties assigned by the competent authorities in accordance with the laws, regulations, and objectives of the relevant department.
